The government of Canada has recently announced their immigration plan levels for 2021–2023. Their main goal regarding this plan is to increase immigration targets to help the Canadian economy recover from the crisis of COVID-19. The plan aims to continue to welcome immigrants at a rate of about 1% of the population of Canada. The plan projects an increase of roughly 60% in permanent residents.

Public health measures and regulations pertaining to travel rules and entry into the country will continue to be followed as Canada strives to fight COVID-19, however, its officials will seek to welcome more newcomers.

  • Protecting those most at risk through refugee resettlement
  • Increasing admissions over a period of three years

  • Address diverse labor and demographic needs across the country
  • Focus on attracting French-speaking immigrants to Canada so as to promote growth of francophones across the country

Over the next three years, Canada will aim to welcome the following level of new permanent residents:

  • 2021: 401,000 immigrants;
  • 2022: 411,000 immigrants;
  • 2023: 421,000 immigrants.
